Savin was retained by the North Shore CSD to serve as the Owner’s Rep to provide assistance in purchasing energy performance services from an energy service company (ESCO) and in implementing the Energy Performance Contract (EPC).

The scope of services provided included the review of proposals received to ensure that the services to be provided were in accordance to regulations promulgated by the Commissioner of Education in consultation with the New York State energy research and development authority; and overseeing the implementation of the energy saving measures at multiple school locations.

Services provided by Savin included pre-construction planning, review of cost estimates, solicitation of bids, review of submittals and shop drawings, schedule, coordination of contractors, review and approval of change orders and applications for payment; overall recordkeeping, obtaining all warranties and user manuals from the ESCO, and training of staff on the new systems when the project was completed.
